Officers and Members Responsibilities
Following is a brief outline of chapter officer, committee and member responsibilities as provided by FMCA Chapter Services with some changes to meet the Northern Lights Chapter's needs.
For FMCA's national office to assist chapters in the most efficient and cost conscious manner possible, certain obligations and duties are required of the Chapter Officers.
This outline is not intended to replace information provided by FMCA Chapter Services. They are there to assist you and want you to contact them at 800-543-3622 if you have any questions or if you need assistance.
CHAPTER PRESIDENT
As Chapter President he/she should have received the chapter's copy of the President's Handbook and the Trailboss Guide from your predecessor. The handbook contains complete details regarding your duties and responsibilities and the Trailboss Guide contains helpful information pertaining to rallies. Ifyou have not received these items, please contact FMCA Chapter Services for a copy. These items are to be passed on to your successor when you leave your position as the President. ·
DUTIES TO FMCA:
1. Preside Over Chapter Meeting - Chapter meetings should be conducted in an orderly manner and be in accordance with the FMCA Constitution, Bylaws, and Member Code of Ethics.
Suggestion: A parliamentary procedure should be established using "Roberts Rules of Order- Newly Revised" A review of the FMCA Constitution, Bylaws, and Member Code of Ethics, will assist you in conducting your meetings in accordance with FMCA requirements. The time invested in this review will minimize the need for changes in elections and motions that were incorrectly approved by the chapter.
2. Lead the Chanter- As the leader, you are responsible for seeing that the duties and responsibilities of the other officers are performed in a timely manner in accordance with FMCA's requirements.
Suggestion: A review of the lists of obligations and duties of the other chapter officers will
helpyou in seeing that all tasks are completed
3. Assure Chapter Representation at Governing Board Meetings - The chapter's National Director and Alternate National Director must be elected annually. The National Director is elected to serve on the Governing Board of FMCA and the Alternate National Director is elected to serve whenever the National Director is unable to attend meetings of the Governing Board or be otherwise unable to serve. The number of terms of the National Director and/or the Alternate National Director is not limited. In the event that the National Director and/or Alternate National Director cannot attend a Governing Board meeting, the chapter must elect a replacement. The replacement cannot be assigned or appointed.
Suggestion: As soon as the date is set for a Governing Board meeting (you will be copied on all meeting announcements), start verifying that your chapter will have a representative at the meeting.
Other Duties:
1. MembeniDip Growth - The President takes the responsibility of seeing that the desired
level of membership growth is met, unless a Membership Committee bas been established.
l. Committee Assignments - The President should see that all needed committees are
duly elected and/or appointed.
3. Chapter Prizes- The President requests the annual chapter prizes, at least six weeks and no more than twelve weeks, in advance of a chapter rally.
4. Chapter Incorporation- The decision of whether a chapter of FMCA should incorporate is influenced by a number of considerations, as discussed in the appropriate section of the President's Handbook. The chapter President is responsible for reviewing these considerations with the chapter
CHAPTER VICE PRESIDENT
Duties to FMCA:
1. Assist the President- The Vice President assists the President and serves as presiding officer in the absence of the President at any duly called meeting.
2. Serve as Acting President - Upon a vacancy occurring in the office of President, or upon the President's inability or refusal to preside, the Vice President shall perform in accordance with Policy and Procedure #45, Chapter President's responsibilities. When so acting, the Vice President exercises the authority and is subject to the same limitations as apply to the President.
Other Duties:
1. Rallies - The Vice President is the Rally Committee Chairperson of and is responsible for the next year's schedule of rallies.
2. Chm Committees - The Vice President may chair standing and /or ad hoc committees.
CHAPTER VICE PRESIDENT COMMUNICATIONS
The Vice President Communications is the chapter's communications officer and the newsletter editor.
CHAPTER SECRETARY
Duties to FMCA:
The Chapter Secretary has the duty and responsibility to keep accurate and up-to-date records of the chapter's membership, the results of any election or change in status of chapter officers, and the annual chapter certification andreport it to the National Office.
The Chapter Secretary is also expected to keep a formal record-uswilly called minutes-of
the proceedings of all meetings of the chapter's membership.
1. Annual Chapter Certification-For certification purposes, no later than December
31st of each year, each Chapter Secretary sball furnish to the National Office ofFMCA a list
of its membership and a list of incmunbent chapter officers, and certification that the chapter held the required number of meetings in the chapter's previous fiscal period.
Failure to annually forward a membership list and certification of meetings held shall result in the suspension of the right to vote by the National Director, Alternate National Director, or Temporary Delegate.
Suggestion: Return the completed certification as soon as possible, and don't wait until the last minute when it may be difficult to gather all of the required information. Note all of the requests included in the packet.
2. Notification of Officer Changes-Within thirty days following an election each Chapter Secretary shall furnish the National Office of FMCA a list of newly elected officers or change in status of chapter officers. This report shall include addresses and telephone numbers of each person so elected.
Suggestion: Keep a copy of the completed form. with the block for the chapter Secretary's certification and signature left blank, for use whenever a Chapter Officer form is needed at a later date (at year end certification, etc.) - -when a Chapter Officer form is needed just
certify that the iriformation is correct, date, and sign the form and send it on its way (this eliminates the need to continuously fill out the entire form).
3. Governing Board Roll Call. Sheet Information -Prior to each Governing Board meeting, the Chapter Secretary shall complete and return the Governing Board roll call sheet verifying the National Director, Alternate National Director, or Temporary Delegate for the chapter.
Suggestion: As soon as the dates are set for the annual summer convention, start verifying that your chapter will have a representative at the meeting- - remember, your National Director must be duly elected by your chapter's membership (they cannot be assigned or appointed). Be sure to indicate in your notiftcation to the national office that the replacement was "elected" by your chapter.
4. Notification of Membership Changes - The national office periodically sends mailings to non-chapter members in an effort to place them in chapters, and by keeping your chapter's membership roster current, you keep your members from being chosen for such mailings. In addition, when your chapter requests a membership roster or labels from the national office, the information supplied will be as accurate as possible.
Suggestion: Send membership changes to the national office on a routine basis and you will find that completion of the year-end certification packet will be much easier.
S. Notification of Change in Chapter Contact Person - Periodically the national office receives inquiries about a chapter and we give them the contact person for the chapter. A Chapter Directory is also sent to all new FMCA members to assist them in locating a chapter. It is important for the chapter Secretary keep the national office informed of any change in their chapter's contact person, by using the appropriate block on the Chapter Officer form.
6. Association Calendar Maill-In Form - Complete this form if your chapter wants your rallies listed in the "Association Calendar" section of the appropriate issue of Family Motor Coaching magazine. Each rally will be listed in the four (4) monthly issues preceding each rally date. A mail-in form is included in each issue of the magazine and it should be completed and mailed to the national office no later than the publishing deadlines listed on the form.
Suggestion: Send the forms in for all of your chapter's rallies as soon as the required information is set. Monthly files are maintained at the national office and your iriformation will be automatically inserted in the appropriate issues - - it is not necessary to wait for an
approaching deadline date to mail in the forms. If all of the information is set except the
location, send in the form and indicate '7ocation to be announced" The location or other
changes can be made later, as long as they are sent to the national office by the deadline date shown on the form.
7. FMCA Chanter Advertising- Each chapter is entitled to one free ad per year in the
"Would You Like To Join An FMCA Chapter" column of Family Motor Coaching magazine. To utilize this benefit, complete the form provided and return it to the national office by the appropriate deadline date.
Suggestion: Time the placement of your ad to the season that your chapter is most active,
and be sure to include information on an upcoming rally.
8. New and Past Due Mailings - If your chapter wishes, each month we can send out two
(2) listings for the purpose of recruiting new members and to prevent past due members
from dropping out ofFMCA. The first list is of family members who have joined FMCA in the previous month. The other list is of :family members who have become inactive due to the nonpayment of national dues. Your chapter has the option of receiving either or both of
these lists, printed on computer paper or on label stock. Both lists will include only those
family members that fall within the scope of your chapter. As the Secretary, it your
responsibility is to see that the individual your chapter chooses to receive the list(s) is
properly indicated in the appropriate section of the Chapter Officers form.
Suggestion: The tasks of sending recruitment information to new members and reminders to past due members are much easier with the use of form letters and the utilization of your option of having the lists printed on label stock.
Other Duties:
1. Correspondence - The Chapter Secretary should keep records of all chapter correspondence to assist future officers of the chapter.

CHAPTER TREASURER
Duties to FMCA:
1. Chapter Funds - The Treasurer receives, safeguards, and holds all chapter funds in the name of the chapter and serves as its trustee and fiscal agent.
2. Financial Records - The Treasurer keeps accurate accounts of all chapter funds and renders reports on them at each business meeting of the chapter's membership.
3. Disburse Funds - The Treasurer disburses chapter funds only for authorized chapter purposes and only in accordance with the chapter bylaws.
4. EIN Number - The Treasurer is responsible for maintaining the chapter's Employer identification Number. When a chapter is chartered, the treasurer applies for the EIN
number with the SS-4 form supplied in the Chapter Formation Kit and reports this number to
the National Office. ***If the chapter already has an EIN number we should have it on file in the national office. Please call us if you need this number. Do not apply for another number. If you have any questions please call the national office.***
NATIONAL DIRECTOR
It is the obligation of the National Director to represent, at all times, the best interests of the
entire FMCA membership.
National Directors need to understand that they are responsible for the policy making of the organization. The National Officers are responsible for the administration of those policies. One of the main duties of National Directors is to keep their chapters informed of items pertaining to the National Organization and of the areas, as well as keeping the National Organization apprised of items happening on the chapter level. Another important duty is participation in and voting during Governing Board meetings.
As a National Director, you will receive all Governing Board mailings. Copies of Governing Board mailings are also sent to each Chapter President and Alternate National Director. These mailings include items such as: updates from the National President of FMCA, minutes of the Executive Committee and Board of Directors' meetings, ballots for the Area Vice President elections, and changes to the Bylaws, Area Vice President reports, Governing Board meeting notices, Roster Book updates, financial reports, etc. for Family Motor Coach Association
ALTERNATE NATIONAL DIRECTOR
DUTIES TO FMCA:
1. Governing Board - Each chapter shall elect annually a member as Alternate National Director to serve on the Governing Board ofFMCA whenever a vacancy occurs in the office ofNational Director or the National Director is otherwise unable to attend meetings of the Governing Board If an incumbent Alternate National Director cannot serve, the chapter is to promptly elect a member to fill the vacancy in the office ofNational Director and notify the National Office. If an incumbent Alternate National Director does assume the office of National Director, the chapter is to promptly elect a member to fill the resulting vacancy in the office of Alternate National Director and notify the National Office.
2. Code of Ethics - When serving on the Governing Board in the place of the chapter's National Director, the Alternate National Director is under the same obligation as the National Director in observing the Code of Ethics.
CHAPTER CHAPLAIN
The Chapter Chaplain responsibilities are:
1. Chapter Chaplain should open each regular chapter business meeting with an appropriate invocation and close the business meetings with a proper benediction.
2.. The Chapter chaplain should be prepared at the last business meeting to present a summation of the past year's experiences and offer hope and encouragement.
3. The Chaplain should be aware of and send cards to Chapter members who have been bereaved by the loss of a loved one or may be ill or incapacitated. In some instances, it would be acceptable to send E-mail or make a telephone call. .
4. Attend funeral services of members when possible and be prepared to make remarks if
the chance is offered at the eulogy.
CHAPTER SERGEANT-AT-ARMS
The Chapter Sergeant-At-Arms responsibilities are:
1. Prior to the start of a Chapter business meetin& to confirm to the presiding officer that a quorum, as stated in the by-laws, is present.
2. To make sure the Chapter business meetings are smoothly run.
3. To collect fines from Chapter members who do not wear their name badges at Chapter gatherings as stated in the Chapter Standing Rules.
CHAPTER COMMIITTEE
Rally Committee: The Chapter Rally Committee consists of three members who volunteer or are appointed by the Vice President. The committee's responsibility is to determine the location and assign a host for each of the following year's rallies. A report stating the tentative location, dates and member(s) hosting the rally should be completed in time for the last business meeting of the year.
Membership Committee: The Chapter Membership Committee consists of three volunteer members or members appointed by the President who assist the president in promoting membership growth.
Bylaws Committee: The Chapter Bylaws Committee consists of three volunteer members or members appointed by the President. The Committee is responsible for keeping the chapter's Bylaws up-to-date, consistent with the needs of the Chapter, and in compliance with the Bylaws of FMCA The committee will make recommendations to the general membership on amendments submitted by members.
Advisory Committee:This committee is composed of all active Past Presidents whose duties will be to render assistance and counsel as requested and needed.
Chapter Property: This committee is responsible for maintaining chapter property (coffee pot, PA system, flag, etc), repair or replace as required, and assist in getting the required property to the next rally. ·
Audit Committee: This three-person committee is responsible for conducting an annual audit of the Chapter's financial records to assure that they are in good order.·
Charity Committee: This three-person committee's purpose is to research and investigate ways our Chapter can make a positive difference in the community where we hold our last rally of the season. The committee will propose fundraising and/or other ways our Chapter can help.
MEMBERSHIP RESPONSIBILITIES:
1. Every member has agreed to the rules of this Chapter and the Constitution and Bylaws of FMCA
2. Each member shall acknowledge every other member and endeavor to maintain the traditional friendliness and fellowship towards all other members.
3. No member shall use his or her position for personal gain or personal prestige.

2. To make sure the Chapter business meetings are smoothly run.
3. To collect fines from Chapter members who do not wear their name badges at Chapter gatherings as stated in the Chapter Standing Rules.
CHAPTER COMMIITTEE
Rally Committee: The Chapter Rally Committee consists of three members who volunteer or are appointed by the Vice President. The committee's responsibility is to determine the location and assign a host for each of the following year's rallies. A report stating the tentative location, dates and member(s) hosting the rally should be completed in time for the last business meeting of the year.
Membership Committee: The Chapter Membership Committee consists of three volunteer members or members appointed by the President who assist the president in promoting membership growth.
Bylaws Committee: The Chapter Bylaws Committee consists of three volunteer members or members appointed by the President. The Committee is responsible for keeping the chapter's Bylaws up-to-date, consistent with the needs of the Chapter, and in compliance with the Bylaws of FMCA The committee will make recommendations to the general membership on amendments submitted by members.
Advisory Committee:This committee is composed of all active Past Presidents whose duties will be to render assistance and counsel as requested and needed.
Chapter Property: This committee is responsible for maintaining chapter property (coffee pot, PA system, flag, etc), repair or replace as required, and assist in getting the required property to the next rally. ·
Audit Committee: This three-person committee is responsible for conducting an annual audit of the Chapter's financial records to assure that they are in good order.·
Charity Committee: This three-person committee's purpose is to research and investigate ways our Chapter can make a positive difference in the community where we hold our last rally of the season. The committee will propose fundraising and/or other ways our Chapter can help.
MEMBERSHIP RESPONSIBILITIES:
1. Every member has agreed to the rules of this Chapter and the Constitution and Bylaws of FMCA
2. Each member shall acknowledge every other member and endeavor to maintain the traditional friendliness and fellowship towards all other members.
3. No member shall use his or her position for personal gain or personal prestige.
